Polling Places Description Notice
Residents of the Central Ward are reminded to make sure that they are on the electoral register - if a person’s name does not appear on the Register of Electors, they aren’t eligible to vote.
The deadline for registrations, to apply for a new postal vote or amend an existing postal vote, is Tuesday 29 November. Guidance for Voters in Shetland Central Ward By-Election
How do I fill in my Council ballot paper? For the Council ballot paper you number candidates in order of preference. Put a "1" beside the candidate you like best, then a "2" beside your second choice, "3" beside your third choice and so on. You can vote for as many or as few candidates as you like.
Do I have to number all the candidates on the Council ballot paper? No - you can vote for as many or as few as you choose.
Will there be anyone at the polling place to help me understand how to vote? Yes, you can ask the polling station staff for assistance.
When and how will the votes be counted? The votes will be counted manually on the morning following the poll – 16 December 2011. As the votes are counted, a candidate is elected when they are the first to reach a number known as the 'quota'. This is worked out using a formula. For a by-election requiring the return of one candidate, the successful candidate is the first to reach 50% + 1 of the total valid votes cast. For example, if 2000 valid votes are received, the quota required would be 2000 x 50% + 1 = 1001.At the count, the number of first preference votes each candidate receives is counted. If no single candidate achieves the quota at this stage, further stages of counting looking at the second, third, fourth, etc. preferences will decide the contest.
Will all my preferences be counted?If no candidate reaches the quota in the first round, the candidate with the least votes will be eliminated from the contest and their second preference votes will be allocated to the candidate (if any) they marked number 2. This may result in a candidate reaching the quota and being declared the winner. If not, the same process is repeated, eliminating the candidate with the fewest votes and re-allocating their second preferences (or other preferences) until the winning candidate is selected.

New applications to vote by proxy for a specific election MUST reach the Electoral Registration Officer by 5p.m. on Thursday 21st April 2011.
Applications to cancel or alter existing postal and proxy votes, or to change from postal to proxy voting MUST reach the Electoral Registration Officer by 5p.m. on Thursday 14th April 2011.
Where a person becomes incapacitated after 5 p.m. on Thursday 21st April 2011, an application for the appointment of an emergency proxy MUST reach the Electoral Registration Officer by 5p.m. on the date of the poll.
