The Structure of Shetland's Community Planning Partnership

The restructuring of the Community Planning Board in March 2008 was intended to help focus Community Planning partners onto delivering the outcomes from the Single Outcome Agreement. The Community Planning Board was replaced with a wider Community Planning Partnership and a Delivery Group.

Community Planning Partnership

The Partnership is responsible for the strategic overview of Community Planning in Shetland. This group meets twice a year, is responsible for appointing members to the Delivery Groups, setting priority areas for Delivery focus and reviewing performance against the objectives set out in the Single Outcome Agreement.

  • Northern Constabulary
  • Police & Fire Boards
  • Shetland Amenity Trust
  • Shetland Arts Development Agency
  • Shetland Charitable Trust
  • Shetland Recreational Trust
  • Voluntary Action Shetland

The twice annual meeting of the Community Planning Partnership, takes the form of a Summit. There have been five so far, and some of the most recent ones are detailed below:

Community Planning Delivery Group

The main aim of this group is, on an annual basis, to take the priority areas that have been set by the Community Planning Partnership eeach year and ensuring that a structure is developed to deliver on these in the short, medium and long term.

Shetland's Single Outcome Agreement sets out Shetland's shared outcomes and targets for 2010-11, which complement the Scottish Government's priorities for Scotland and Shetland's long-term aspirations. These shared outcomes reflect those areas that can not be delivered by one agency alone, and so need joined-up working across across the community in the form of the Community Planning Delivery Group.

Membership of this group consists of senior members from each of the statutory community planning partners as well as representatives from the Third Sector and Charitable Trust.

Governance & Accountability

The CPP and CPDG have overall responsibility for the Single Outcome Agreement (SOA).  However, it is Shetland’s strategic partnerships which are responsible for delivering on the relevant strategic outcomes, as set out in the SOA.  The partnerships will also set operational outcomes in each area.  The partnership will monitor all relevant outcomes, reporting progress to the CPP through the SOA Annual Report.

The structure was reviewed in 2007, resulting in the current structure of CPP and CPDG.  Existing strategic partnerships and practitioner groups are set out below (click on image below to view a larger version of the CPDG Arrow ).  Work is ongoing to ensure they are fit for purpose.

Third Sector Representation

Voluntary Action Shetland, our partner organisations and their staff represent the voluntary sector at a number of strategic working groups.  This means that voluntary groups have a voice through VAS and other third sector organisations to these partnerships, and have someone through whom they can get information on their proceedings and business.
