Consultation Report and Appendices
Burravoe Primary School
Shetland Islands Council, at its meeting on 30 June 2010 authorised the Head of Schools to proceed to undertake the necessary Statutory Consultation on the Proposal to close Burravoe Primary School with pupils, staff, parents and other interested parties affected by the proposal, as required by the Schools (Consultation) (Scotland) Act 2010.
The Statutory Consultation for the Proposal to close Burravoe Primary School ran from Monday 10 January 2011 to Sunday 13 March 2011. Schools Service has contacted anyone who made written representations during the Consultation Period and informed them about the Consultation Report. The Consultation Report contains a record of the total number of written representations made during the Consultation Period, a summary of the written representations, a summary of the oral representations made at the public meeting. It also contains Schools Service’s response to Her Majesty’s Inspectorate of Education Report and any written or oral representations it has received, together with a copy of the Her Majesty’s Inspectorate of Education Report and other relevant information.
Her Majesty’s Inspectorate of Education Report addresses educational aspects of the Proposal, it is informed by the Proposal Paper and relevant documentation produced for the Statutory Consultation. Her Majesty’s Inspectorate of Education also attended the public meetings and met with staff, pupils and parents. The report was made available to Schools Service three weeks after the end of the Statutory Consultation. The issues raised in Her Majesty’s Inspectorate of Education Report are addressed by the Schools Service in the Consultation Report.
The Consultation Report is available here on the web site and copies are available for inspection (free of charge), at Hayfield House, Burravoe Primary School, Mid Yell Junior High School and Lerwick Library.
The Schools Service has also published copies of written responses received and the transcripts of the public meetings, pupil meetings and staff meetings.

Written Responses
We have received a number of comments about the decision not to include personal details together with the written responses on the Blueprint for Education web site. The consultation for the above Proposal was carried out in line with the Schools (Consultation) (Scotland) Act 2010 which does not make the publishing of all written responses a requirement of the Local Authority. However in the interest of an open and transparent debate Schools Service decided to publish all responses received. This means that a large number of responses were submitted that did not include explicit permission to publish personal details.
The response forms made available by the Schools Service did seek permission in respect of the report but did not explicitly request permission for the publication of personal details on the web site. Following legal guidance and in accordance with the Data Protection Act 1998 the decision to delete personal details from the responses published on the web site was made. However, since that decision permission has been sought from a number of organisations and their names have been added and all responses received have been made available to all the Councillors in full with personal details in place where appropriate.
