Houses In Multiple Occupation
Shetland Islands Council, like all Scottish Local Authorities, is required by the Civic Government (Scotland) Act 1982 (Licensing of Houses in Multiple Occupation) Order 2000 to operate a licensing system for houses in multiple occupation (HMO's).
This is to ensure that accommodation is safe, well managed and of good quality. Houses in multiple occupation include shared flats and houses, bed-sits, lodgings and communal accommodation such as student residences and hostels.
A licence is usually required if the accommodation is occupied by 3 or more people who are members of more than 2 families where that property is their only or main residence and where kitchen and/or bathroom facilities are shared.
