Housing Need and Demand Assessment (HNDA)
The housing need and demand assessment (HNDA) is an evidence base. It provides the facts and figures on housing need and demand that have been used to underpin the new Local Housing Strategy (led by Housing Service) and the new Local Development Plan (led by the Planning Service).
The Scottish Government issued guidance in March 2008 setting out a framework that local authorities should follow to develop a good understanding of how housing markets operate. The SIC Housing Service has been using this guidance to work with partners and complete a full assessment of Shetland’s housing need and demand.
Key sections of the HNDA will be updated annually to ensure we are accurately mapping housing need and demand in the future.
Scottish Government Centre for Housing Market Analysis
The Scottish Government established the Centre for Housing Market Analysis in response to Ministerial proposals within Firm Foundations. The Centre is responsible for the formal appraisal of the Housing Need and Demand Assessments across Scotland and also provides national support and advice to local authorities and other key stakeholders in the strategic planning of housing in Scotland.

Robust and Credible
The Scottish Government's Centre for Housing Market Analysis must assess each HNDA as 'robust and credible' before it can be considered fit for purpose of informing new policy documents - the Local Housing Strategy and Local Development Plan in particular. Shetland's HNDA achieved 'robust and credible' status in September 2010.

Local Housing Strategy
