Local Housing Strategy (LHS)

The Scottish Government require every local authority in Scotland to develop a comprehensive housing strategy for their area covering all aspects of housing supply and demand in the area. This includes information on private sector housing, house condition and the social rented market.

The Shetland Islands Council in partnership with NHS Shetland, Hjaltland Housing Association, Shetland Tenants Forum, the voluntary sector and many other agencies have been working in partnership to develop a new Local Housing Strategy for Shetland.

Shetland's new Local Housing Strategy sets housing policy and housing supply targets for the 2011-2016 period and is developed in conjunction with Shetland's new Local Development Plan which will ensure an adequate land supply is available to meet the housing supply targets.

Evidence of Housing Need

Shetland’s 2011-2016 Local Housing Strategy is informed by strong evidence of housing need and demand.

Our formal Housing Need and Demand Assessment was assessed by the Scottish Government in September 2010 and approved as 'robust and credible'. This means the Scottish Government consider the evidence to be of a standard appropriate to inform our housing strategy. Consultation Report

Consultation on the draft 2011-2016 Local Housing Strategy took place between Monday 25th April and Friday 17th June 2011.   The consultation included an online survey as well as a number of local meetings and drop-in information sessions in each electoral ward.  You can view summary notes from these local events as well as our complete consultation report below:

Future Monitoring and Updates

Shetland’s 2011-2016 Local Housing Strategy will be regularly monitored and updated.  Annual performance updates and monitoring will be reported through Shetland Islands Council and also published online.
