Imagining Shetland's Futures: 20 years from now
Scenario two: "Keep on Knappin" - Poor decision making but a good economic balance

“We’ve got it pretty good, if truth be told. Better than we deserve, anyway. Years of hapless, hopeless leadership; a local business community that struggled to compete creatively or effectively; ......................... Last year, Shetland Islands Council ceased to be. After many years of ineffective governance, characterised by an unwillingness to take decisions or to move forward with necessary projects, the government decided to incorporate the authority into a wider Highlands and Islands Council, based in Inverness. ......this is Shetland in 2031..........................................."
