Marine Accident Investigation Branch (MIAB) report
Shetland Islands Council today welcomed publication of the Marine Accident Investigation Branch (MAIB) report into the grounding of the Daggri at Ulsta on 30 July 2004.
Councillor Brian Gregson, Chairman of the Inter Islands Ferries Board, said he was pleased that the findings of the MAIB report were entirely compatible with the Council’s own investigation findings regarding bridge team management and he went on to say that the Council agreed entirely with the recommendation to the industry on the importance of training.
“Our new vessel training programs have been extensive, in-depth and far in excess of regulatory requirements” Councillor Gregson said. “In this respect we consider the Council to be at the forefront of the industry. Whilst there can never be too much training, a balance must be found between time and cost, therefore we would support the introduction of industry guidelines on this issue. The recommendations to the International Chamber of Shipping (ICS) have been taken from the analysis of the report which commends the Council for its training programme and we are very pleased that we are already compliant with both of the recommendations coming out of the report”.
Councillor Gregson stressed that the purpose of an MAIB investigation is not to apportion blame, but to inform the industry in order to improve the safety of life at sea; an aim that the Council supports in full.
