Procurement Strategy
We are committed to ensuring we procure all works, services and supplies professionally, timely and efficiently.
Good practice means we can be confident of providing customer-focused services as efficiently and effectively as possible.
Council policies reflect our obligations under EU/UK law, including Best Value, to support the local economy and encourage our services to work closely together and with other public and private sector organisations.
Our Procurement Strategy gives us a framework to monitor all our policies, procedures and practices.
It also recognises our objectives in the context of the Scottish Government agenda on Efficient Government, and the McClelland report on Public Procurement. (Published March 2006)
All public procurement within the United Kingdom is governed by the Treaties of the European Union and European Union Procurement Directives. Implementation of the Directives in Scotland is achieved through the Public Contracts (Scotland) Regulations 2015 and the Utilities Contracts (Scotland) Regulations 2016.
As a Scottish local authority, we are bound by the EU law along with Scottish domestic law, including the Local Government (Scotland) Act 1973, which places a duty on local authorities to make orders regulating contracts for goods, works and services.
Anyone interested in providing goods, works or services to or on behalf of the Council will be treated in accordance with the EU principles of equal treatment, non-discrimination, mutual recognition, proportionality and transparency at all levels of expenditure.
These Contract Standing Orders are necessary to comply with the law.
They also aim to achieve best value for us by establishing common compliance and application of standards throughout our operations, so that our reputation as a responsible, competent, and fair contracting authority is upheld and enhanced.
