What is Community Planning?

The Scottish Government defines community planning as being about how public bodies work together and with local communities to design and deliver better services that make a real difference to people’s lives.

To be effective, it should focus on where partners’ collective efforts can add most value for their local communities, and particularly emphasize reducing inequalities.

Community Planning Partnerships

A Community Planning Partnership is the name given to the group of services involved. In Shetland, this is the Shetland Partnership.

There are a wide range of potential community planning partners in Shetland including community bodies, third sector bodies and public bodies. A number of public bodies have a statutory duty to be involved in community planning as defined in Schedule 1 of the Community Empowerment (Scotland) Act 2015.

Some key public bodies also have a specific duty to facilitate community planning and to ensure the Community Planning Partnership delivers its functions effectively. Shetland Islands Council is one of these partners.

 

Community Empowerment Act

As a Community Planning Partnership, Shetland Partnership is required by the Community Empowerment Scotland Act 2015 to:

  • Prepare and publish a local outcomes improvement plan - the Shetland Partnership Plan – setting out local outcomes prioritised for improvement
  • Identify smaller areas within the local authority which experience the poorest outcomes and prepare and publish locality plans to improve outcomes on priorities for these communities and;
  • Review and report publicly on progress towards the Plans and keep suitability reviewed.

 

Shetland Partnership

Shetland Partnership is made up of wide range of partners and community bodies who work together to deliver our collective ambitions for the future. The membership, structure and approach of the Partnership is outlined on the Shetland Partnership website.

The plan is for all partners and communities in Shetland.  It identifies a shared vision and priorities for all of us to work towards, both individually and collectively, to improve the lives of everyone in Shetland.

The key focus of the Plan is to reduce inequality of outcome in Shetland – how we will tackle the issues that mean some people and groups have a poorer quality of life than others.

The Partnership Plan is the ‘Local Outcomes Improvement Plan’ (LOIP) for Shetland, a statutory requirement for the Partnership under the Community Empowerment (Scotland) Act 2015.  This Plan supersedes the previous local outcomes improvement plan and the community plan.

The Shetland Partnership’s shared vision is:

"Shetland is a place where everyone is able to thrive; living well in strong, resilient communities; and where people and communities are able to help plan and deliver solutions to future challenge"

Each year the Shetland Partnership will produce an Annual Report outlining what we have been up to over the past year and what has been achieved.
