Summary of the reports
Business Justification Cases: Adult Services (Learning Disability and Autism): 1. Short-breaks and Respite; 2. Flexible day Opportunities
This report asked the IJB for permission to make changes and potentially spend more money to improve support for adults with learning disabilities and autism in Shetland, so the service users and their families can get the help they need.
The report focused on improving support for adults in Shetland with learning disabilities and autism (LD & A). It looks at two main areas: short breaks and respite care (to give carers a break) and flexible day activities (things for people with LD & A to do during the day). The services spoke of the challenges to meet the growing number of people with learning disabilities, autistic spectrum conditions, and complex needs, as well as their families and unpaid carers who need support. The report provided plans called Business Justification Cases, which looks at ways to make improvements, which will help to keep services sustainable.
- For short breaks and respite, the report proposed temporarily employing more staff to meet the current and expected needs.
- For flexible day activities, the report proposed increasing the budget for staff and looking into creating a special space for people with more complex needs. There would also be some consideration into who can access these services.
These plans were agreed by the Integration Joint Board (IJB) as they fit with the overall plan for health and care in Shetland. This report will now be presented to Shetland Islands Council to ask them if they will approve the plans, and any extra money needed.
Climate Change Duties Report 2023/24
This report explains that Shetland IJB have completed its yearly report on climate change. The IJB acknowledged that the main climate action report information is from their statutory partner organisations, the Council and NHS Shetland. The IJB will consider if it will provide a response to the Government on its consultation about climate change guidance. An easy-to-read summary of this report is also available.

Support for Carers Funding
This report explained how over £1 million was spent in in 2023/24 to support unpaid carers in Shetland, through respite and information services. The report also described other ways carers benefit from funding for the people they care for. The report noted the money was spread across different services, with most of the money being used to give carers a break (respite).

Community Link Worker - Evaluation Report
This report discussed the evaluation report of the pilot project in Shetland, that placed a Community Link Worker (CLW) in two local health centres. CLW’s help to connect patients with community services and support. The pilot project found this to be helpful for both patients and staff, and from this project there are some ideas on how to make it even better and to possibly make it available to more people.
