The Lord Lieutenant of Shetland is supported by a Vice Lieutenant and three Deputy Lieutenants -
Vice Lieutenant - Mr Iain Tulloch DL
Iain served in the Merchant Navy from 1972 as a Navigating Officer Cadet, before taking up a career ashore in shipping agency and shipbroking in 1975. He qualified as a Fellow of the Institute of Chartered Shipbrokers, serving as Agency Manager from 1985 to 2008.
Iain was Board member of Lerwick Port Authority for 13 years, serving as Deputy Chairman for a year; then became a Port Controller with Lerwick Port Authority in 2008, qualifying as a VTS Officer, until his retirement in April 2020.
In 1994, Iain was appointed Honorary Consul for Sweden, serving until 2021. He was a crew member with RNLI Lerwick lifeboat from 1980 to 2001, then Honorary Secretary for 10 years. Mr Tulloch is married to Kathleen and they have two children and two grandchildren.
Iain has been a Deputy Lieutenant since 25 June 2002 and was appointed as the Vice Lieutenant in August 2024.
Deputy Lieutenants
Mrs Elizabeth Johnson MBE DL

Elizabeth has been Business Development Manager for the Pure Energy Centre in Unst since 2006, delivering renewable and low carbon energy solutions for customers, and driving the company's commercial success and financial growth.
Elizabeth is passionate about supporting trainees in the renewables industry and introducing energy technologies for communities across the globe to reduce their environmental impact. She is a Director and Board Member of the Scottish Hydrogen and Fuel Cell Association, and is Co-Chair of the Shetland Net Zero Energy Forum. Elizabeth believes that remote communities and islanders can demonstrate social, environmental and financial returns from the emerging net zero industries.
Since 2022, Elizabeth has been employed at the Saxavord UK Space Port in a variety of roles and is currently External Affairs Manager at the Space Port.
Elizabeth was awarded an MBE in 2015 for her contribution to the renewables industry and her charity fundraising work.
Elizabeth has been a Deputy Lieutenant for Shetland since 29 November 2022.
Mrs Lynn Tulloch DL

Lynn started her higher education on the mainland, attending Grays School of Art in Aberdeen and then onto Northern College in Dundee for her post grad Diploma in Community Education. She returned home to pursue a career in the Voluntary Sector with Voluntary Action Shetland (VAS), initially developing and managing a befriending service to support people in the community.
In her current Executive Officer's role at VAS, she champions the third sector to ensure it has a voice at Community Planning and strategic level and helps to develop partnership working to meet the needs of those in the community. VAS are the central source of knowledge about the third sector locally and her team provide support, advice and information to charities and community groups to run well, build capacity and meet local need.
Lynn is married to James and they have two daughters.
Lynn was appointed as a Deputy Lieutenant on 25 June 2024.
Captain Calum Grains DL

Calum was born and raised in Whiteness, where he attended Whiteness, Scalloway, and Anderson High Schools. After leaving school, he joined the Merchant Navy as a Marine Officer Cadet in 1988.
Calum began his career with Lerwick Port Authority in 1997 as a Pilot/Assistant Harbourmaster and has since held several positions at the port, including Harbourmaster. Since 2018, Calum has been the Chief Executive of Lerwick Port Authority. He also serves as a director of several port-related companies and organisations connected to Lerwick and the local supply chain.
Calum was appointed as a Deputy Lieutenant on 24 September 2024.
Helen Budge MBE DL
Helen has had a long career in education in Shetland, starting as a teacher at Urafirth Primary School in 1989, then on to Dunrossness. She moved into central management in 1999 and became Director in 2011, a position she held for 13 years.
She retired as Director of Children's Services in September 2024, a role that included Shetland’s early learning and childcare, primary and secondary schools, as well as Children’s Social Work, the Library service, Sport and Leisure, and Youth and Employability.
Helen also represented Shetland at a national level, sitting on the Association of Directors of Education in Scotland, and the General Teaching Council for Scotland, and was involved in the Northern Alliance.
After retirement she has kept busy supporting her family at their farm in Bigton. In June 2025, Helen was included in the King’s Birthday Honours List to become a Member of the Order of the British Empire (MBE) for Services to Education.
Helen was appointed as a Deputy Lieutenant on 20 May 2025.
