Roads Applications and Permits

The permit system is operated under; the New Roads and Street Works Act 1991, the Roads (Scotland) Act 1984 and carried out in accordance with the requirements of the Transport (Scotland) Act 2005 which require us to enter various relevant details of the works/permission into the Scottish Road Works Register (SRWR).

It is therefore essential that when you apply for a permit, you provide all the information requested by the application form;

  • Name and Address of Applicant – usually the client for the works
  • Name and Address of the Contractor
  • Location of works
  • Proposed Start Date
  • Proposed End Date

Note: the category of the works will dictate the earliest possible start date and advance notice period required by the SRWR

Minorup to 3 working days duration – minimum 3 days advance notice

Standardup to 10 working days – minimum 10 days advance notice

Major - – more than 10 working days – minimum 3 months advance notice

You must also provide us with;

  • A location plan and site plan of the proposed works
  • Traffic Management Plan
  • Evidence of a Plant Information Search from the Utility providers (not required for scaffold & skip applications)
  • A copy of a valid Public Liability Insurance Certificate (Minimum £5million) for the Contractor carrying out the works.
  • NRSWA Qualified Supervisor and Operative details

Failure to provide these details will result in refusal of consent.

Note: The fees paid are for the application only and are applicable whether or not it is approved. If the application is poorly completed or incomplete, resulting in refusal, any subsequent re-application for the works will require to be treated as a new application and be charged at the full rate, so it is very important that you make every effort to complete the form correctly.

In addition;

  • it is required that you confirm your actual start date to us by e-mail, referencing the permit number on the day you start work, or at the latest by the next day. This allows us to make the entry ‘live’ on the Street Works Register. This is a legal requirement.
  • On completion of the works, you are required to e-mail us again, referencing the permit number, to allow us to end and close the works on the register. (This date must be no later than the estimated completion date, unless you have previously agreed an extension with the Roads Service.) We are then required to register the works, which also requires you to tell us the dimensions of the reinstatement.

So, to re-iterate, we require you to provide us with the correct information, otherwise we cannot issue consent for the works.

  1. Works Phase
  • Remember to confirm your start date to us by e-mail, referencing the permit number on the day you start work, or at the latest by the next day.
  • On completion of the works, you are again required to email us, referencing the permit number, to allow us to close the works on the register.
  • And finally, you must tell us the dimensions of the reinstatement
