Emergency Plans
Under the provisions of the Act and Regulations below there is a requirement for an Emergency plan to be produced and maintained for the various Shetland Islands Council harbour areas as laid down in the Zetland County Council (ZCC) Act 1974.
- Port Marine Safety Code
- Dangerous Goods in Harbour Areas Regulations 2016.
- Civil Contingencies Act 2004, the Shetland Islands Council (SIC) is classed as category 1 responder and may have a statutory duty to respond to an incident within the Sullom Voe and/or Scalloway Harbour Areas.
- Category 1 responders in Scotland are listed in Schedule 1 of the Civil Contingencies Act 2004 as

- Emergency services
- SEPA
- Category 1 responders in Scotland are listed in Schedule 1 of the Civil Contingencies Act 2004 as
Sullom Voe Harbour Authority (SVHA) and Scalloway Harbour as Category 2 responders, will form the Incident Management Teams under their relative plans. The Incident Management Team will coordinate the various harbour response to the emergency.
