Following an extensive period of consultation and engagement, the revised Guidance on the use of mobile phones in Shetland Schools has been agreed at LNCT and available below:

In secondary schools the agreement promotes responsible use of mobile phones setting high expectations for pupils, firm controls to support staff and pupils, and consequences for when expectations are not met.

Review Information

Recent TV coverage has brought to light the increasing number of schools implementing strict restrictions on mobile phone usage.  These measures are often justified by concerns over distractions, cyberbullying, and the potential for cheating during exams.  A recent parent petition in a secondary school in Shetland highlighted these concerns and argued that limiting phone use can help create a more focused and safe learning environment.

However, research evidence does not consistently support the notion that mobile phone usage negatively impacts on educational outcomes.  Studies have shown that when used responsibly, mobile phones can be valuable educational tools.  They provide access to online resources, educational apps, and facilitate communication between students and teachers.  Additionally, mobile phones can enhance learning experiences through interactive and personalised educational content.

Children's Services has committed to revising our current guidance on the use of mobile phones in schools which was locally agreed through the Local Negotiating Committee for Teachers (LNCT) in 2007.  This follows on from the publication of 'Mobile phones: guidance for Scotland's schools' which sets out the Scottish Government's position to empower Headteachers to decide to what extent they limit the use of mobile phones in schools. 

Working in partnership with Headteachers, Children's Services is leading on the authority wide consultation aimed at engaging with all stakeholders.  Part of this consultation was undertaken through surveys.

Local authority staff have completed a significant consultation exercise with stakeholders and visited schools to discuss the topic with children and young people.
